AES Filing Solution

A dedicated Automated Export System (AES) filing solution is the best option for large businesses and high-volume exporters. Exporters may develop an AES filing solution in-house or purchase AES filing software from a service provider approved by U.S. Customs and Border Protection (CBP).

 

INFORMATION FOR EXPORTERS

 

An exporter is defined as the principal person or business that is responsible for controlling the movement of merchandise from the U.S. to another country. Individuals or businesses moving goods out of the U.S. must comply with Foreign Trade Regulations (FTR) under the U.S. Census Bureau and customs requirements under CBP. FTRs enable the collection of trade statistics that form a critical component of U.S. economic indicators. FTRs also provide tactical data to CBP and the Bureau of Industry and Security (BIS) for trade monitoring and control.

 

Exporters use the AES to report Electronic Export Information (EEI) to CBP, the Census Bureau, and other government agencies. Required electronic export information includes details about the shipment, parties involved (exporter’s name, address and identification number, buyer/consignee), commodity (detailed description of goods, appropriate codes and classification, applicable licenses or permits), and modes of transport.

AES Filing Solution

 

The U.S. Census Bureau uses EEI to compile export and trade statistics, and calculate the Gross Domestic Product (GDP) and other indicators. The CBP uses EEI mainly for trade monitoring and control. All goods valued at over $2,500 per Schedule B number being shipped to anywhere other than Canada and goods requiring an export license must be reported through AES in ACE.

 

Exporters or authorized agents may not need to file EEI in AES for shipments going to Canada or shipments valued at less than $2,500. If the exporter does not need to file export data for a certain shipment, the appropriate AES exemption statement must be provided in the filing.

 

Since 2016, exporters or authorized agents filing Electronic Export Information (EEI) to CBP via AESDirect or third party AES filing solution must do so by logging into their ACE exporter account. The legacy AES in the Census Bureau’s website has been retired, allowing for the transition to modernized export processing.

 

AES IN ACE

 

The Automated Export System (AES) has successfully completed its transition from the legacy Census Bureau server to the CBP server in the Automated Commercial Environment (ACE). ACE is a modernization of customs tools and processes, with the goal of improving border safety and security while facilitating the movement of legitimate trade. When fully implemented, ACE will become the Single Window through which all transactions between the government and trading community will be processed.

 

Currently, exporters are required to transmit all electronic export data in AES ACE. This can be done through two main methods: AESDirect or AES filing solution from a third party.

 

 

IN-HOUSE VS. THIRD PARTY SOFTWARE
